I see them post once in awhile.

English speaking site, there's probably an entire section of the internet that's Spanish language, maybe even a Spanish chan.

That and Arab. I suspect there's an entire Arabic internet completely closed off due to us having no way of entering Arabic urls. This would be how Arabs could radicalise and can ignore radicalisation.
