I don't know if the United States has any laws similar to that of Quebec since technically there is no official language in a legal sense to my knowledge.

It's not strong if you have to force laws into existence so your population will keep your language. As for culture, much of it was lost in it was boiled down to maple syrup and poutine.

Not are they going to have to use SNES emulators, they already use English emulators while pretending they aren't a near spitting image of the rest of Canadian culture.
