I am entirely for state-sponsored lunches, providing the children receiving them earn them in some way beneficial to both them and/or their community. An eligibility program would be merit based, not income based. They would need to do one of the following, or something similar for eligibility: enroll in an after school study program with minimum mandatory attendance, participate in study/debate/other clubs with mandatory attendance, have high general academic scores, participate in school grounds maintenance, etc. Things that would teach them and benefit them, but also those around them, so it's not simply fostering the idea of welfare and government support for merely existing.

All the way back in 1999 or so my elementary school had accounts for kids with an account number to memorize and it was the responsibility of the parents to put money on the account, but there were still a few fuck up parents. They would give the kid with no funds or delinquent funds pbj or something similar if the kid complained and didn't figure out sharing with a few friends, but I don't know how they forced parents to pay. It's possible that if the accounts were ignored that the delinquent fees moved on to the town hall or debt collection. I remember the lunch staff and principal being extremely pissed off and threatening to cut a few people off.
