Well without any study one would assume it was due to a lack of neanderthal DNA considering how the two most intelligent on average races have a portion of such.
These being white and actual Asian people as in Chinese, Japanese and whatnot.

Now with study I can imagine there would be other more valid/obvious factors such as how their native environment in the past had everything they needed in plentiful supply hence they never developed society wise.

You have to remember that all humanoids are apes and all in stages of ongoing evolution, and evolution is generally blind to social context.
