He probably washed the sub carefully or was carefull when chopping up the body to not leave blood traces in the sub because none were found when they pulled it up from the ocean. His only mistakes were not weighing down the bodyparts sufficiently and changing his story.

Whatever happened you can be pretty damn sure it was not planned or premeditated. He's not stupid enough to plan or attempt a rape where he knows he has to murder the woman afterwards in order to get away with it. Ocean water does a good job of this, provided you have a lot of it and several hours to soak the scene with it (the chemicals and salts in ocean water destroy DNA, eventually). More importantly, it washes away hemoglobin, and contaminates the SHIT out of the scene.

A better option is an oxygen (not chlorine!) bleach, or a hydrogen peroxide of some kind. This ruins blood, destroys DNA, and renders luminol useless.

It's the best way to clean a crime scene, bar none.
