I don't know that they had a really clear idea of how exactly things were supposed to shape up. Bear in mind they tried WWI and the resulting League of nations and that didn't really work, so then WWII and the UN, but that isn't quite working. Even the EU doesn't quite work right.

But if you look in to the operations of the Ford, Carnegie, and Rockefeller foundations, you'll see that each was dedicated to a different part of the project of globalization. And then later they got around to focussing more on the economic (cf. China, Bilderberg, NAFTA, etc.)
