1. Bush era policy reworked the system of enlisted sailor retention. It was supposed to be an ideal merit-based retention system but its execution resulted in making a lot of highly qualified sailors unable to re-enlist while fresh blood filled the new middle-management positions.
2. Bootcamp got hit with the political correctness stick. In the highly abridged version, complete failures-shoulda-been-aborted adult kids signed up, got to bootcamp, found it too rough for their snowflake, and mommy and daddy got lawyers. The new PC attitude of the military forced them to backpedal the game and the bootcamp system lost its teeth. They used to really be able to figuratively lobotomize kids and replace their bullshit with discipline. But now they're forced to pass turds to the fleet.
Weak middle-management, Officers who gotta be PC PR, and inability to filter out the turds = increasing rate of major personnel fuckups.

Watch rotations is roughly only a third of what a sailor spends his time doing. He's also training, running drills, cleaning, conducting maintenance, and participating in shipwide evolutions. The only way to manage that kind of 24/7 life is to sleep 4 hours some days, 8 hours other days, and muscle through the tough parts with discipline and stimulants.
