Mussolini changed his views on race multiple times throughout his life. Eventually he came to recognise race as something real and this (as well as influence from Hitler) lead to the introduction of the Italian racial laws of 1938.

Even the first, without context, is rather forced, given his previous statements on race.
Keep in mind in that period race was also a term used to split European peoples in different "types" as what we would call them today. Maybe he was referring to the concept of race in the European context, and in that case he'd be right that you don't really find a people in Europe who show exclusively traits of one particular European race.

Again, understanding that "race" back then was understood more sort of like we understand races of dogs i.e there was no genetics autism in the way.
