I don't think he was planning to plow in the crowd, he wasn't driving excesively fast, but also not so slow.

There is definite damage to the rear bumper prior to the ramming. Look under the lic play you can see the crack. Some thought it was a shadow but the video of the "getaway" clearly shows the damage(it got worse).

Did something happen earlier on the street to cause it?
