To do that, you need to be able to wiretap and subject them to surveillance 24/7, without the need of any warrant or judicial warranty of course.

When you catch them, throw them in jail under preventive custody without trial or bail, and leave them there as long as you need to investigate if they really are terrorists (of course, do things as slowly as possible). If they are actual radicals/terrorists you convict them. If they aren't you set them free. Even in this last case, they would still have learned an important lesson: they are treading on a very thin line while they stay in your country, and you are going to hold them accountable even for a wrong thought.

That's the only thing that muslims understand: terror and the fist. All the rest, they view as a weakness on your behalf.
