Matthew 16:18 does not give witness to the institution of the papacy in its current form. It states that Peter the Apostle is the foundational head of the Church. From this we cannot make the inference that this status is shared with his successors, or that by inheriting his chair, the individual bishop has inherited jurisdictional authority over every single bishop in the world, and also the power to declare new teachings that everyone is bound to accept under pain of excommunication. The Book of Acts illustrates that the Church decides its doctrines through councils and the power of 'loosing and binding' is recognized in Acts in other church members and not only the Apostle Peter.

Some Orthodox theologians might even argue that St Peter was never bishop of Rome, only Antioch. In Romans for example, the Apostle Paul does not mention Peter's name when he is offering his blessings to the church in Rome.
