Frozen is canonically set in a fantasy version of Norway, I have no clue what your on about. The main kingdom (Arendelle) is literally based of a real life Norwegian town (Arendal)

If you want talk about the story themselves. Arendelle is a fictional kingdom and while it's name might derive from Norway, most of the actual in film elements are actually Sami, which would be Finnish. Admittedly they made everyone white because Disney, but the cultural elements are Sami.
