To be honest, maybe you are looking for things that just arent there. Prague, as well as Warsaw, are metropolitan cities where is just everything. Cities like Krakow or Brno are nice smaller cities with their own regional vibe. Then there is Ostrava... It started as a coal mine and then city was built around it. Then gypsies came, then unemployment and crime came. Things are getting better, but you cant expect it overnight. Ostrava can be a rough place, but there are also nice things. It doesnt help that the city was originally just coal mining colony full of pubs and whorehouses to accomodate the miners.
Still, things are improving. Few years back the city won 2nd place "the city of culture" contest in Czechia. recently Ive heard the problem is the new shopping center Karolina, and everybody just goes there and the whole city center is almost empty (locals call that shopping center Fukushima, probably due its effect on emptying the city)
