Yes. All memes aside, Uruguay is the whitest country in all of the Americas. Not much race mixing because our native population got wiped out completely when the conquerors came along and the small black communities kept mostly to themselves. Nowadays we do have a healthy mestizo population, mostly in the lower end of the economic spectrum.
