You see, USSR formally was democratic all along, people voted for representatives to be sent to various ruling organs, most important of which was Supreme Soviet of the Soviet Union. But Party didn't want to have independent, electable and uncontrollable institution to get in its way.
So solution was to make elections completely controlled. Winning candidates were selected by Party apparatchiks before elections and simply were given needed numbers. And it was even possible to have only single candidate on ballot.
Then imagine what happens after 70 years of completely faked elections when people are asked to vote on that referendum and same apparatchiks control counting?
