It was actually a dense countryside housing space for soviet workers, which was consumed by the city, but never integrated into the infrastructure.
The major roads simply cut around the districts, leaving them completely in the shadow.

We also have a two meter tall fence culture, so the place becomes a maze of walls. I grew up in that area, mostly populated by old dying soviet people, my family moved there because we were poor, literally the only children for miles, the nearest school/hospital were an hour of commute away. One kilometer of walking to the next bus station or big road.

It was horrible.
