That's sort of a nonsense argument. The x-axis isn't manipulable - it's a function of the data. In order to look just from 0%-20%, you'd exclude half the points on the final graph. But why would you? The x-axis is a different thing on each graph - I can imagine plenty of places with 40% minority populations, but few with 40% unemployment. What you're asking doesn't make sense statistically.

The important thing here isn't the slope, it's the fit between the line and the data.

Like I said, I don't see the intentional conflation, though I'll agree that most people looking at the graph probably don't understand the "number" as anything beyond "High = nigger bad," as you say. If you go to the source, you'll find that the paper it's citing is published by American Renaissance, who are definitely racist, but the 'intellectual' kind that probably DO understand the difference. It wouldn't be unusual for them to use that kind of fit analysis, and given that it supports their position I don't even think they'd manipulate it. So I don't buy the intention argument, but at the end of the day it's subjective.

In terms of disentangling by holding a variable constant, that'd be good in an ideal world, but since we're dealing with real-world cities here it isn't practical. We'd have to find two cities that had identical poverty and unemployment, and then compare their crime rates. And even that wouldn't work, since the two cities could differ for many reasons beyond racial make-up (climate, or industry, or anything really). So control variables don't really solve the problem.
