Here's what happened in the Civil War.

Maryland was divided by which side to join.

Legislature at the time then said okay, we'll vote for neutrality after long days of discussion so the voters ended up voting that Maryland wants just to be left alone and remain neutral in this war and sent a letter to Lincoln saying that they voted for neutrality and want Union soldiers to stop setting up camps in Maryland.

Lincoln doesn't reply back, sends federal troops and pretty much arrests and jails most of Maryland's legislature and then Maryland became part of the Union whether they like it or not because immediately after taking control of Maryland's legislature, Lincoln drafted all the young males in Maryland and sent them to another state because he didn't want any of the young males who didn't want to participate in any way, to flee to other surrounding states.

So Maryland during the Civil War, in reality, was not really Union or Confederate.

They voted to be a Neutral State and Lincoln didn't allow them to have the right of remaining neutral. Even the young males of Maryland didn't have the option of refusing to fight for either side because they also got drafted.

So the Civil War was not just about states seceding but also whether or not a state had the right to remain neutral rather than picking a side.

So yeah, if you are a young male during the Civil War, you are out of luck.

You did not have the right to refuse to fight for either side. Neutrality was not allowed even if your state legislature voted for it.
