It was part of a theological argument for why it was acceptable to enslave Muslims from West Africa. The idea didn't catch on in Europe until after the Portuguese and Spanish took over the African slave trade.

Before that people pretty much believed religion, culture, and ethnicity (in that order) were what made people different.
