It would happen at night to minimize the number of cameras watching. Some old historical city with plenty of places to hide.
These things take planning, so look for a vigil that has at least 4 days of planning into it.
There are simply too many cameras around to hide things easily nowadays, but the cover of night is the best shield against this. Most likely on a Tuesday.
