My father came across the plans for 218 about a year and a half ago at the Stafford county planning office when he was building something on his property along 218, there's nothing I can find online but it's there if you go in person. I do like the northern neck natives, lots of families that have been there for centuries. Corruption and mismanagement in city government in the greater RVA area is most clearly demonstrated by what happened to Petersburg. I don't entirety agree with you though, NOVA is a seat of industry for the state but that industry is largely military contractors and logistics agencies who are ultimately paid with federal taxpayer money which is why we were so sheltered from the recession, complaining about Richmonds use of state taxpayer money in other areas is a little like the pot calling the kettle black.
