Actually, the Articles of Confederation were truly limited government, the Constitution was adopted to replace (illegally) out of alleged necessity. It was never approved by Congress but only required 9 states, all but two states ratified it initially and the other two were effectively sovereign states under the AoC until they did. The Constitution's adoption was an act of secession from the AoC and includes no language that says states can't secede which makes it ironic how the union trampled all over the Constitution to preserve the union.
