Actually, the reason is tax cuts and banking deregulation passed in 2003 as well as lax oversight over mortgages and Bush demanding Fanny and Freddie step in for commercial lenders in 2006 and 2007 when the market was already bad... and the Republicans tried to make the government overcome the crisis through lax government lending.
