but in all seriousness this is crazy i wonder how common it was till they even started to report it THEN how frequent was it that they had to stop pressing charges on anyone whos caught with it and THEN how much was it happening that they think its ok to give them the go ahead anyway to go into the country freely anyway.

Also they can't turn them back to the US because they had temporary protected status that was lost upon them leaving the US (entering Canada) and they never applied for asylum/refugee status in the states.
