they have an appplication site that is invite only. They usually recruit from the chans, hand-picked. When you're not shilling you need to be undercover, making subversive memes. You also need to have a portfolio of your meme works to see if you qualify.
The pay is usually $0.02 a post, and $0.50 for every original shareblue meme that gets accepted by your director.
Contrary to /pol/ opinion, its actually quite a difficult job, and they look for only the most ideologically fanatical. They expect 14+ hours a day, 6 days a week.
