Obviously, this is fucking stupid, and the first goals on improvement in a state practicing eugenics would be health and intelligence. The speed at which eugenics would work would be measured in generations, and by the time intelligence has increased enough that I would be considered stupid, I would be long dead, and I should still have descendants making it down as long as they had enough children.
Also, peaceful eugenics would be the most likely to be implemented, so would not effect ones' life overly much. (Pay someone to chemically castrate themselves, restrict individuals to only three/two/one kids max depending on certain criteria, encourage/mandate people with near-perfect genes to have x number of kids, et cetera)

I come in contact with handicap people alot, also downies. In most cases the parent just stick them in some boarding school or whatever, they're not around their parents much.
