The main problem is that Canada is fingerprinting these people and then releasing them with a bunch of money and continuing benefits (e.g. $900 CAD/person/month for rent, an initial sum just short of $2000 CAD to buy clothing, furniture, and other essentials, etc.).
If they deny their refugee applications then there's no real enforcement mechanism to make sure that they leave the country. They'll just scatter within Canada.
