No it isnt. We had 25 million people in 1996. We have 36 million people as of 2016. We have a birthrate of 1.6. Thats not population replacement. This, honestly Montreal doesn't feel multiculti at all in many places. I work in a relatively touristic area and the great GREAT majority of my customers are white, then asians. I see a black person like once or twice.

The blacks mostly keep to themselves in "Montreal-Nord" and they might as well not exist outside of taxis really.

Newfoundland is unironically one of the whitest places left in the world, and it's stuck in the 1950s-1960s in a lot of ways.
