He assumes that as a part of this process of civilizational breakdown humans will be selected for their ability to survive in the aftermath of civilization, meaning a world slowly reverting back to a more natural state, more forests etc. Apparently his thinking is that non-Europeans will simply die out in Europe because they're not sufficiently well suited.
