The cops don't make any decisions. They have to follow orders or they will be fired. Whenever they have done nothing, it is because the mayor of Berkeley or Charlottesville ordered them to stand down.

The corrupt mayors want the police to not get involved in hopes that the violent antifa thugs they are in league with drive the protestors away. If that fails, they can point to the riot as a reason to revoke the permit or ban later protests. It's all because of corrupt leftist leaders, not the police on the ground.
