This is potentially mitigating information. If he collided with a deliberate barricade the so-called 'victims' were contributing participants to the violence - basically similar to accidentally killing someone in a fight. Probably took them 10 mins or so to break up the car so it looks realistic then they made him drive slowly towards the crowd while they were stting or jumping off his hood then back off slowly while they were doing it again.
