Read my second post again. Read the history of the CIA and how they conduct operations. Operators rarely, if ever, actually fire a weapon. They enter the scene, "create" a movement that's initially just their own guys at first. As they take on members, the operatives slowly fall off as they're replaced with people they've enticed to do something. They use rhetoric and extreme ideas to stoke the "movement" they've created. At the very end, the last op steps out of the way, leaves the scene and let's the momentum of what he's "built" do the damage while he can safely wash his hands and say "We had nothing to do with that." It's alphabet agency protocol 101. If any agency was going to try and do something like that on American soil (which they're prohibited from doing in the first place) this is likely exactly what it would look like at the mid-stage/late-stage.
