Why hasn't Trump fired McMaster and Petraeus yet?

it goes the other way around. McMaster calls the shots.
Reasons:
1. McMaster isn't bad and he is loyal to the President regardless of his personal foreign policy views.
2. Trump isn't aware and information is being blocked from coming to him.
3. Trump might be following the tactic of "Keep your friends close and you enemies closer".
4. McMaster is gonna leave soon and be sent off to Afghanistan to leader the fight there. Remember you need congressional approval to become a 4 star general.
5. Trump is using McMaster as a way to discover the leakers and better understand the network that his political enemies use.
McMaster is the hero of Desert Storm
It's possible that Trump is using Bannon to keep his people in line. Bannon attacks them relentlessly to weaken their position and potential influence to make them more dependent on Trump's goodwill.

I honestly have no idea what Bannon does. Though I do think that part of the reason Kelly of was made CoS was to show Trump siding with the Military. Versuses siding with the intelligence services which is what Obama, Clinton and Bush did.
