1 - Download the original image from here: http://www.mercurynews.com/wp-content/uploads/2017/08/confederate-monuments-prote1.jpg

2 - Get GIMP: https://www.gimp.org/ and open the image.

3 - Use the Colors->Retinex filter on the image.

4 - Done.
