Humans in Europe need to develop large-scale agriculture because seasons suitable for hunting and gathering were shorter. Humans in Africa didn't need to because their hunting and gathering seasons are almost year-round. Africa was perfectly suited to support hunter-gather tribes without the need for technological supplements.

What changed is that in the last few hundred years we colonized Africa, introduced technology to them, and allowed their numbers have swelled to a point that can no longer be sustained by that lifestyle. So now there are too many to support with a hunter-gather lifestyle, but the population didn't naturally develop agriculture and refuse to learn, so instead they subsist on foreign welfare - gorging themselves once or twice a month on Red Cross food drops and then starving until the next.
