Are the Dutch friendlier to the English or Germans?
Historically English. Currently Germans.
We had a lot of ties with the Dutch because of the Glorious Revolution. Don't really care now.

Glorious Revolution 1688, the overthrow of King James and the Bill of Rights 1689. There's mixed feelings on it as a whole but William the Orange, a Dutch land holder with blood ties to the English throne, were invited by parliament to rule with his wife afterwards. The Bank of England actually started from Dutch influence.

This has always been a grudge for the royal family and the Dutch elite. There have been reports that this was one of the reasons for not joining ww1. And the royal family had very good relations with the German kaiser Wilhelm.
