Personally programming is not my thing but from how it was explained to me this is common for moderators of certain boards to use content like this hidden in files that they know their users will willingly download. The end goal is to retain blackmail as a safeguard should any particular user become a problem or need to be neutralized.

I've personally seen a few cases where LE caught some guys who would use the deep web to access CP and were infected with malware which would then share without them realizing. A program that shares instead of just sits on the drive is important because the distribution charge is more serious than simple possession.

As far as writing something that would be "undeletable" the Vault 7 release showed that the CIA has developed a number of trojans and other programs which stay on a system even if there are attempts to rewrite the drive. So it's not out of the question to assume someone could write one to maliciously distribute content instead of just allow access. It's a simple matter of writing it to embed and share the content instead of perform a function like allowing access to the infected PC.
