Past tense. CIA did fund Tibetans & some of the old KMT Nationalist Chinese (now in Myanmmar) to launch raids into the PRC in the late 1950s and early 1960s. Most groups were quickly infiltrated by PRC counter-intelligence. That, and the KMT Chinese forces that fled into Myanmmar suddenly found themselves in possessions of acres and acres of poppies. They and their handlers at Langley decided to chase shekels. The PRC gave them a pass on the poppies as long as they stopped trying to infiltrate the PRC. 'Peace' ever since.
