No, it's about 90% hydrogen, most of the rest is helium, and then small amounts of other chemicals like methane. There's not really any oxygen to support combustion, so that's not an issue. Meteors hit Jupiter everyday, if this was possible it would have combusted by now. As for fusion reactions, the mass of Jupiter is far too low for such a thing to be possible.
