They are evolved from a catastrophic war which was so violent that it basically killed anyone with any violent tendencies.
The only survivors were peace lovers with high IQs. They are deeply spiritual, and immune to corruption.
So by all means institute the eugenics necessary to produce such a people.
The whole irony of ST is that it is science fiction and thus explores what it means to be human.
Of course their "morality" always succeeds only through the heavy handed use of dues ex machina and scripting.
