I'm sure our leadership would prefer if they provoked us, so we don't prove their point as being war-monger imperialists.

At the same time, we also have pressure to end their nuclear capabilities in their infancy rather than letting them develop.

This would send the message to other rogue nations that the UN will do its jon and prevent countries that shouldn't have nukes from getting them.
