I'm particularly curious about Indians and Middle Easterners, since they used to be quite intelligent, and have ancient civilizations to prove it, but aren't now due to mostly inbreeding, which can be corrected in a few generations. So is it possible to elevate the lower (Not White or Asian) races to civilization or not?

Given enough time, I am sure.
Also, once we get more into designer babies and if society finally allows research of genes for things like intelligence and to remove the warrior genes from races that are statistically more violent, sure.
It may very well be an extremely difficult to uproot culture problem however.

Of course, biotechnology is being rapidly developed and is decently far along the lines of gene editing, and it won't be difficult to restore these races. That is, if (((they))) are not involved.
