I think he is right about the decadence part to an extent. Historically we have associated individualism with northern and western peoples though i am not sure how much of that is cold war propaganda.

I don't exactly see how you believe individualism factors into it? It is also rather obvious that strong tribalism has been necessary for the north eurasian and scandinavic peoples, while individualism and a propensity for capitalism has always been a peculiarity of the anglo.
