A number of reasons. They survive off usury. In cities, which are more demographically diverse, they are less of a 'minority', as opposed to the countryside which is almost always 90% white. And they like to keep to themselves, which is more acceptable in cities than it is in small towns.

1) Top notch jobs are usually only to be found in cities

2) On Shabbat Jews have to walk to the synagogue and a service can only be held with 20 male members. This means they need to live together.
