Because their national mythos requires them to be the good guys. They can't accept that anything they've ever done was wrong. Even Americans who will admit that their country is no cleaner than anyone else's practically will still always appeal to the "muh city on a hill, muh freedumbs" excuse, as if Belgium wasn't saying the same "muh light in dark places" shit about lopping off hands in the Congo.

Japan's surrender was due to the USSR declaring war on them. Japan was hoping for a negotiated peace brokered through the neutral USSR, and when the USSR declared that scuppered their last hope. Now, that was never going to happen anyway, but they thought that it could.
