The Nazi government doesn't decide what is produced, All the tanks, all the ammunition, Rockets, and planes, were not just ordered and then never paid, like the soviets did, these were normal government contracts, between private/semi-private companies and the German government, they didn't even nationalise all their natural resources like the Italians or soviets did.
