I thought it was water from the bilge first, but that looks like what's coming from the water stream lower towards the waterline. It's a lot thicker and looks like water from the bilge being pumped out. The other thing that made me think it wasn't bilge water was I saw another picture of the ship in port with the same lines and I was under the impression you weren't allowed to pump bilge water in port or a certain distance from shore since it contains oils, it has to be pumped onto onshore facilities to be treated.
