NASA is full of shit about their funding. If they would drop the diversity programs, they could do a lot more than they are doing.
In the sixties, their funding was around $4 billion. That got us to the moon, and remember they had to INVENT the technology to do that. It's old hat now.
Assuming a twenty-year doubling time for inflation, that would be $8 billion in 1990 or $16 billion in 2010. But their funding in 2010 was $18 billion.

It's a terrible idea to focus on space before the economy has enough wealth to make it viable. Imagine if Lincoln had levied income taxes and started his own space program. It would have taken at least 70 years to go to space. That's 70 years of impoverishing your own people and your own economy, and even when you succeed, you've forgone 70 years of untold economic growth. Unfortunately, nobody ever got elected because he promoted waiting.

The space economy will only grow if a certain amount of initial capital is invested into it in order to create the infrastructure necessary for further development. The trick is to lower that amount of initial capital needed. This can be accomplished through the development of reusable launch systems.
