The better question is why does anyone think there will be a war at all? Attacking USA is suicide for NK, attacking NK for the USA is starting a nuclear war. Even if NK can't reach the US they will reach SK and Japan, millions will die and the US will lose reputation. Nothing will happen, it's just posturing from both sides.
