You're missing some important parts of the chain of events. A crucial part of the crack epidemic, was street gang violence. So, for the 94' clinton crime bill, he actually got a very big push from black leaders in government.
With opioids, a very large part of the problem is white collar prescription fraud. You aren't going to get public support for a new violent crackdown on it. They DID do shit about it, but it was more about shutting down pill mills and putting doctors who were rubberstamping prescriptions away.
And the heroin trade and shit like it already was covered under, fuck them all in the ass levels of enforcement, so there's no real change there. Maybe just fucking them with a bigger nightstick.
So, when you see stories about Fenatyl or Carfanatil it's almost always about the massive number of overdoses. Much of that shit is diverted from legit medical or vetenary use.
